Illinois residents without Social Security numbers are not allowed to legally drive. Yet, their need is immense. Family members need to get to work and to worship, children need to get to school and to doctors. Groceries need to be purchased. Much less stress in families would result from this law. With the strong support of law enforcement and the judiciary, among other groups, this bill is much more likely to be passed by both the Illinois House and the Illinois Senate.
Background
- HB 1100 The Roadway Safety and Mandatory Insurance Coverage Act enables Illinois drivers without Social Security numbers to obtain a "driver's certificate" that will allow them to drive legally and will require them to purchase auto insurance. This driver's certificate requires applicants to pass written and driving tests and provide proof of insurance. The driver's certificate can be used for NO other purpose than to drive legally and to obtain auto insurance. The driver's certificate will be visually different from a driver's license so the two cannot be confused.
- The applicant must show a valid ITIN (Individual Taxpayer Identification Number) issued by the Internal Revenue Service or a social security number, a valid passport, and verifiable documentation of the applicant's identity and residence. The applicant will be both fingerprinted and photographed and will agree to turn in all false driver's licenses and state ID cards. The fee for the driver's certificate will cover all costs generated by this Act.
